Increased food self-sufficiency through increased domestic food production, import substitution and agro-industrial development is a government priority.
Modern biotechnology, if properly managed and integrated with other technologies, is a powerful tool to improve, agricultural production in developing countries, both quantitatively and qualitatively. The development of modern biotechnology, therefore, requires the establishment of a biosafety system, including legal, scientific, technical, and administrative mechanisms that regulate its application and address safety for the environment, including humans, of GMOs
The development of a legislative biosafety framework is therefore deemed essential to the safe introduction of GMOs. Biosafety legislation is also required to comply with the Cartagena Biosafety Protocol. The establishment of a biosafety legislative framework must be accompanied by the development of appropriate human capacities and skills, especially in the area of GMO risk assessment that is necessary for the implementation of biosafety legislation. In particular, before making any decision about the release of GMOs into the environment, the inherent risks must be carefully evaluated in order to identify the measures necessary to avoid or minimize any possible hazard.

National level activities
*Formulate a biosafety bill;

*Train officers indirectly involved in the national biosafety system on general biotechnology concepts and the basic principles of biosafety;

*Train the National Biosafety Committee and other staff directly involved in the national biosafety system, in all the matters related to risk analysis of GMO utilization;

*Develop an information and communication strategy to raise awareness of possible benefits and potential risks of biotechnology application.

Goals

*Improve the skills of the National Biosafety Committee members and other relevant officers and technicians in risk analysis of GMOs utilization;

*Enhance the awareness of the public and farmers of the potential benefits and possible risks of modern biotechnology applications in Grenada.

Objectives
The objectives are to:
• develop a biosafety legislation, which will take into account the local conditions and requirements, comply with international obligations and regulate the import, testing, cultivation, and commercial exploitation of GMOs;
• improve skill of the National Biosafety Committee members and other relevant officers and technicians in risk analysis of GMOs utilization;
• enhance public and farmers' awareness of the potential benefits and possible risks of modern biotechnology applications in Grenada.

The main outputs of the project are:

• a draft biosafety bill formulated, which is consistent with the national legislation in force and in harmony with existing international conventions (e.g., CBD, Cartagena Protocol, International Treaty on Genetic Resources for Food and Agriculture, IPPC, Codex Alimentarius, etc.) and which considers national needs and local conditions;

• about 50 officers from relevant ministries or other authorities, indirectly involved in the national biosafety system, trained on general biotechnology concepts and the basic principles of biosafety;

• about 20 members of the National Biosafety Committee and other staff, directly involved in the national biosafety system, trained in all the matters related to risk analysis of GMO utilization;

• an information/communication strategy and a multimedia work plan to raise awareness of possible benefits and potential risks of biotechnology application and the importance of the safe transfer, handling and use of GMOs in agriculture developed, information materials prepared, validated and released and communication activities launched.
